One of the common question that I have come across being a librarian is regarding ISBN (International Standard for Book Number) and ISSN (International Standard for Serial Number).The common problem faced by self publishers is how to apply for ISBN/ISSN. The ISBN/ISSN are an identifier whereby a publication can be identified by the number being given by the respective agencies. 
ISBN

The following types of material can have ISBN. They are printed material, micro-forms, educational videos and movies, mixed media publications, microcomputer software (only educational), atlases and maps, publications in braille and electronic material. The process to apply for ISBN is very simple. Anyone publishing a book or other material is eligible to get an ISBN. Be it a publisher, author, University, Institutions, Government publications etc. Raja Ram Mohan Roy National Agency is the agency in India that issues ISBN. In order to get an ISBN one needs to send an application to Raja Ram Mohan Roy National Agency. In the application one needs to provide the following information Title of the book, author, publisher (if you are publishing your book on your own than write self-publisher), year and place of publication, pages, price, subject, language, paper bound or hard bound, and address for communication. Along with this a photocopy of the cover page of the document, identification proof and a self address envelope has to be send to the agency. Email: isbn@nic.in.It usually takes 6 to 8 weeks to get an ISBN.

ISSN 

ISSN is a worldwide identification code used by publishers, suppliers, libraries, information services, bar coding systems, union catalogues, etc. for citation and retrieval of serials such as Journals, Newspapers, Newsletters, Directories, Yearbooks, Annual Reports & Monograph series, etc. The benefits include international publicity and recognition of the serial by automatic inclusion in the International Serials Directory Database. ISSN International Centre is a network with its headquarters at Paris. National Science Library (NSL) is the National Centre in India for assigning ISSN to serials published in India. In order to obtain an International Standard Serial Number (ISSN) for the serial one needs to complete the application form click here and send it to the Head, National Science Library, Indian National Centre for ISSN, c/o NISCAIR, 14 Satsang Vihar Marg, New Delhi – 110067.
